Established in 2017, the Gurugram Metropolitan Development Authority (GMDA) operates under the Haryana Metropolitan Development Authorities Act as the primary planning and urban governance body for Gurugram. Its mandate includes long-term urban planning, mobility management, infrastructure delivery, water and sewerage systems, transit expansion, environmental oversight, and citizen engagement.


GMDA oversees major infrastructure projects such as the Dwarka Expressway, rapid bus terminals, stormwater drainage systems, and citywide footpath, cycle-track, and pedestrian-safety networks.


🌱 Civic Responsibilities & Public-Focused Operations


🏗️ Infrastructure & Mobility Delivery


  • Drives development of transit-linked assets like new bus depots in sectors 103/81, supporting expansion of public and electric buses for up to 700 vehicles.

  • Builds roads, cycle tracks, footpaths, and smart-traffic control systems as part of the city's integrated transport plan.


🌊 Water Management & Resilience Systems


  • Leading implementation of stormwater drainage networks (17.6 km along SPR and 7.6 km near Dwarka Expressway) to prevent monsoon flooding in sectors 68–75 and 112–115, including associated pumping and retention infrastructure.

  • Collaborates with municipal bodies to regularize water connections and meter installations via joint enforcement programs.


🌳 Smart & Sustainable Governance


  • Authorized to undertake CSR activities, GMDA invites private sectors and civic organizations to partner on projects like street signage, SAFE infrastructure, water conservation, pollution control, and pedestrian upgrades.

  • Houses a Command & Control Centre for real-time civic data monitoring, enabling responsive city management (e.g., traffic, sanitation alerts, pump station performance).


🚨 Citizen Consultation & Advisory Functions


  • GMDA should form the Resident Advisory Council (RAC) periodically—but participation has stalled since December 2024, prompting calls for stronger participatory governance. However, GMDA has been working to relaunch RAC in order to gather RWA and NGO feedback on infrastructure decisions.

  • Strategic anchor across infrastructure lifecycle: From project planning and execution to maintenance and public-benefit rollouts, GMDA is a central partner for urban campaign alignment.

  • Real-time impact access: Shared information systems, command centers, and sensor data enable project-tracking, accountability releases, and citizen engagement loops.

  • Spatial visibility: With ownership over main arterial roads, rapid transit corridors, and public infrastructure nodes, GMDA provides high-impact channels for citizen campaigns, activations, and legacy messaging.
